Heh, that's where you then say to your mother, "okay, I *was* going to give you my cell number, but you told me not to, so I won't give it to *you*!"
I think the person who would abuse your number the most will be your mother. And yes, you *can* ignore the phone call. Just hit the hang-up button when her call comes (you should know via caller-id), and she'll be forwarded to your voice mail. Then when they ask you why you didn't pick up, tell them that you had bad reception and didn't know the call came in. Or you couldn't hear the ringer because you were in a loud place or driving at the time (because driving while using your phone is dangerous!). Or your phone was off because they told you you should be afraid of cell phone abuse--as they'd warned you.
Then after checking your voicemail, you can decide if you want to call them back or not. If asked why you didn't call back, tell them you have lousy reception, you couldn't escape the loud place, couldn't stop driving, or felt afraid of cell phone abuse *while* making the call!
